Debate is intensifying over proposals to tax unused urban land as Namibia grapples with a deepening housing crisis.

Affirmative Repositioning chief whip Vaino Hangula says land speculation allows owners to “hold on to land for years . . . and make a killing,” while many Namibians remain without access to housing.
