Electoral commission appoints top official

The Electoral Commission of Namibian (ECN) has appointed Thomas Shapi as the new deputy director of registration and planning with effect from 1 May 2024.
According to a statement issued by ECN chief electoral and referenda officer Peter Shaama, Shapi has been employed as the control administrative officer in the Division of Registration and Planning since 2012.
“He has played an effective role in managing numerous electoral processes and related projects during his tenure. Prior to this role, he served in various positions within the public service for over 34 years.
“Before joining the commission, Shapi was a teacher, regional youth officer and senior culture officer. He has also served the commission in various capacities, such as the registration officer/polling officer,
presiding officer, supervisor of registration/returning officer and regional coordinator in different elections since 1992,” said Shaama.
Shapi holds a bachelor’s degree in business administration, basic education teachers diploma, management of democratic elections in Africa, management development programme, certificate in international management education, certificate in project management and electoral contestants.
He is currently pursuing a master’s degree in electoral policy and administration.
“We are confident that Shapi’s wealth of knowledge and experience will make him a valuable asset in his new role. He will be responsible for ensuring the participation of voters in regular and free elections, using sustainable systems, people and processes.
“He will also ensure the efficient provision of services in relation to the maintenance of the national voters’ register, planning and coordination of electoral activities during general registration of voters, supplementary registration of voters, polling, counting of votes and collation of results.
Additionally, he will oversee the implementation and review of ECN policies including performance management system,” said Shaama.
