Kabbe South, a remote and flood-prone constituency in the Zambezi Region, now has a new councillor. Swapo’s Kamwi Sezuni emerged victorious in the recent by-election, securing 1,356 out of 1,559 votes cast on 17 June. With only six months left before the next regional and local authority elections, the big question is: What can really be achieved in such a short window? And how will the councillor navigate deep-rooted challenges like seasonal flooding, poor access to services, and infrastructure deficits?
