Minister Sankwasa tightens rules on councillor trips

Urban and rural development minister James Sankwasa says he will no longer approve councillors’ trips unless they clearly benefit the state. Meanwhile, Swapo has reinforced rules requiring elected officials to follow party deployment decisions.
