Delays, disputes, and dysfunction—these are just some of the words increasingly associated with Namibia’s public procurement system. At the launch of the latest Procurement Tracker, Frederico Links from the Institute for Public Policy Research raised fresh concerns about the viability of a long-proposed Procurement Court. Meant to bring more transparency and faster resolution to procurement disputes, this court might, according to Links, end up like the Corruption Court—established in name, but silent in practice.
So, could this Procurement Court fix a broken system—or simply become another bureaucratic bottleneck?
