The Swakopmund Municipality has introduced a revised framework for land applications, development, and acquisition in response to rising pressure on serviced land caused by rapid population growth, increased urban migration, and the expansion of informal settlements.
According to municipal spokesperson Linda Mupupa, the move comes amid a surge in unsolicited development proposals, which have strained municipal resources and slowed down urban planning and service delivery efforts.
