From Lüderitz to Grootfontein, Henties Bay to Stampriet, dozens of Namibian towns are operating without full-time municipal CEOs. Some have gone without one for over two years.

While the Ministry of Urban and Rural Development blames poor political leadership at council level, questions are being raised about whether the Minister himself has followed the correct legal and legislative procedures in trying to fix the problem.
