Legal expert urges Windhoek residents to challenge billing disputes through proper channels

Legal practitioner Ketu Kaura says Windhoek residents who suspect they have been overbilled should first seek resolution through the City of Windhoek’s internal processes before approaching the courts. He adds that disconnecting essential services during a genuine billing dispute is unlawful and residents may be entitled to refunds if overbilling is confirmed.
